Set your Chop Shop HUD so that you will see icons on your GPS to show if the target vehicle is nearby.
La Fuerza's spawn randomly in the Barrio. Drive around long enough and eventually one will show up.
Do one of the jobs that's in Carnales territory; ie, drug dealer, or hooker grabbing. Carnales will show up to stop you, so keep an eye out for a fuerza...
Isn't there also a Fuerza requested in one of the hijacking missions? You could grab that one.
