Just launched in Spain. Sorry. In case you still haven't seen this, I can recommend the film to you if you like:
-tragic comedies/or fun tragedies
-Kusturika's fanfarria
-"Northern Exposure" alike characters
Personally, I enjoyed this film from the very start.

I`m slovenian too, and I saw the film.
To answer your question. No, it`s not good, actually it`s pretty bad. Cvitkovic is tackling many difficult and complex issues but is incapable of dealing eith them.
The film is a failure, and ends as a comedy with some drama thrown in. Nothing really works.
A comparison with Kusturica is only fitting if you like Kusturica because of his "exoticism" and the excess, that means if you watch Kusturicas films superficially. In reality Cvitkovic has not much in common with Kusturica.

If you want to see a similar but good slovenian film, you should check out Djuric`s "Kajmak in Marmelada".

Unlike you, Gittes, I really enjoyed the movie. It deals with our society as it is, including its fears and dysfunctions. And, again unlike you, I really didn't enjoy Kajmak in Marmelada. Plus, I found the Cvitković's direction a lot better in comparison to Branko. But hey, nevermind me... I also like Rusevine (Ruins) by Janez Burger.
