i think he is for the following reasons
1. he knew what garbadine was along WITH the gay guy assistant
2. HE faked kisses the gay assistant like with his hand over his mouth.
3. He is really chummy with the assistant
4. Always has his shirt off..to a point that its not needed. Wait, let me take off my shirt to pound this nail!

I don't think he's gay. I just think he's a guy who is very comfortable and at ease with his sexuality. He's not so uptight that he can't joke around with Matt. And I thought it was seersucker, not gabardine.
And as far as Ray having his shirt off so much...How can you complain about that? That's one of the main reasons I have for watching the show! That, and to see Ray's happy little skipping dance.
I doubt by his behavior he is putting off a gay vibe or anything. I think the guy is just a nutball in general and fun as hell to watch! If he happens to be gay, so be it.
As to your #4 point, it's like 100+ degrees F there. LOL. What do you want?
I've worked landscaping when it was crazy hot oustide, and I'd have my shirt off as much as a I could.

Did you notice that he wore flip flops all the time, especially on the most dangerous days... but... on the day of the final wrap party came in with Tennis shoes on.. I had to laugh my butt off. But seemed like typical Ray from what they showed of him...
shareYou guys really found him funny? I might actually try to watch the show again. As much play as the series got I didn't think many people found this show very entertaining. But from it's rating it seems like the people who bothered to watch enjoyed it. I found huge amount of "Adam's buddies at work that Adam found for them but without Adam" to be plain dull. If you guys had the choice of hanging out at that build site, would you have done it? Not if I wasn't paid also.

Ray does a Podcast with Adam "Ace on the House" they talk a lot about their youth. Adam makes fun of him a lot about his present lifestyle, but always praises his youth when Ray would get all the hottest chicks. Clearly not gay, just in arrested development.
