in all fairness, i don't think any administration would have been prepared to handle the events as they happened in real time.

and at least bush was doing something productive with his time instead of vacationing (which he had been doing at an epic rate prior to 9/11)

Bush was on vacation or at Camp David, about a 50/50 split, over 900 days during his presidency, and that's not counting the time spent in Maine. A total of over 30% of his time "in office" was spent out of the office. He had almost as many vacation days as Kennedy had days in office. He didn't take all those days in the first 7+ months of his presidency. Bush holds the record for vacation days. In 2005 he took a FIVE WEEK vacation. And Bush never did anything productive.

Most of Bush's "vacation days" he was working, from his ranch in Texas. His ranch was outfitted like a small White House and was cost effective to get to. He didn't fly halfway around the world to some luxury resort on an island and spend most his days in office golfing.
