but it seldom happens..usually the student is given another warning or expelled or will end up with a bad record in school.

Not to say that it has never happen before, but its just that schools are not really allow to do that anymore ... even slapping or hitting has been prohibited...
didn't you guys hear about that one US kid that tagged up a place in Singapore. He got caught and was tried in Singapore. He was supposed to get caned, but the US government asked if they could try him in the US; but Singapore said no, they just halved the times he would get caned.
