I know its partly contrast with her smaller co-star, but Rie Rasmussen looked a lot taller than 5"10. Did they use CGI to stretch her out further?

She wore fairly high "high heels".

you get a woman who is 5' 10" , put her in 6 inch heels then get a short actor and voila! you get the drastic height difference.

Well, she is five inches taller than him - she just has a larger frame.

In the opening scene, she was in tall heels, standing on the sidewalk, he was standing below, in the gutter. Great contrast. The rest was probably good camera work. Yes, in their side by side shots, her face seemed bigger than his head.
