Hilarity ensues

Whenever I read "Hilarity ensues" and watch a movie I tend to hate it, I'm not sure if this is a coincidence, or because being told to laugh makes me not want to, but why do movies insist on using the phrase "Hilarity ensues" whenever the comedy is either over the top or barely existent?

If there is comedy, should I not be able to see it for myself?
