Does this seem like a video-market scam to anyone else?

Seriously, that's all I could think watching this: film an hour of less-than-minimalist footage that can be shot without a crew on a camcorder - thus bringing costs down. Don't use any more actors as you can fit in a Volkswagen Beetle and give them almost no screen time and non-speaking roles so you can use ADR voice-overs for all the dialogue - reducing the budget (and salaries) more. Use a script that doesn't require props or sets or anything happening on-screen or sound recording on location, ect. - budget goes down even more. Then release it to the directly to foreign and domestic video markets...it's kind of genius because the worse it is, the cheaper the rights are and thus an easier sell (filmmaking is a business, make no mistake). Only the tiniest number of DVD rentals/purchases are needed and bingo, profit on a $35K movie that took virtually no effort to make.

I'm actually starting to believe those Max Havoc stories after seeing how obvious this was. Man...that's sad.

Honestly, I hope you're right because if this movie was the result of someone's actual passion and hard work...I just don't know what to say. It was terrible.
