Was David Tennant supposed to be in this movie?

I was watching an episode of Doctor Who recently where David Tennant provided commentary. The episode was directed by Douglas McKinnon, and Tennant said had been set to do a movie with him, but had to drop out when the filming dates changed. Checking McKinnon's filmography, this seems to be the most likely candidate, as it would have filmed around the time Tennant was committed to either Casanova or Doctor Who.

I haven't seen the movie, but it seems like it would be worth seeking out, just out of curiosity.
