right on. I saw the film (a second time) with director's commentary because i wondered if he couldn't perform or if he had premature ejaculation.
the director paints doug as a person completely engaged in objectification and fantasy. he's likely addicted to porn and has never had a relationship with a woman. he's unable to function with a woman in a healthy sexual manner. plus, he's so tightly wound. so therefore he's impotent
remember, the cameras allowed doug to make progress with amy he never would have been able to make otherwise. so prior to having this 'advantage' he would have had no success with women.
I was also in the impression he was mind blocked, but also seems like he ejaculated too soon and couldn't get an erection again, by the time he tried again Amy realized she made an error..

Most rapists are stalkers and they obviously can "do it." Just look at the type of DNA evidence they leave behind.
If the movie consisted of the lead character being just a reclusive, peeping tom, I would agree with the director's explanation that he's so totally into objectification and fantasy that he can't function with a woman. However, Colin Hank's character was a psychopath who has burglarized and methodically bugged the girl's apartment, poisoned her, stolen her dog, and killed her best friend. This type of person isn't likely to be a shy, impotent virgin in his mid-20's.
This inconsistency of the lead character occurs several times but it wouldn't have been a very interesting if he had never had any interactions with the girl and just watched her on his computer monitor. More than anything, the scene where he fails to perform sexually is a plot device to start the ending of the story. That's not what one wants to hear but a lot of compromises have to be made when making a movie.

I don't think he cared about having sex with her. He "got off" more by just watching her without her knowing rather than actually doing it. It's like rapists, they could go to some random street corner, get a hooker, or just stroll some club, honestly you guys get my point it's not that difficult, but to them that's not thrilling, it doesn't give them a boner. Just like actually getting to really make love to Amy wasn't arousing to Doug.

It was obvious that the guy wanted to have normal relationship with the girl. He wasn't just in for the peeping. Therefore, he was interested in having sex with the girl but at that moment it just happened too fast for him. Frankly, the girl was rather unrealistic in expecting the guy to be ready for sex just seconds after jumping at him.
