looking for early 90's USA-style low budget movie similar to this

The movie i'm looking for is from 92 or 93, it may have been HBO, but i think it was USA network. A curly-haired guy in his 30's sees a murder across from his apartment complex. He is friends with an old blind lady in a wheelchair, who also lives in the complex. They were fans of old jazz music, and would eagerly await their old music being released as a cd. He tried to do his own detective work in a white or yellow Miata. That's all i remember
