Randolph Mantooth is the only reason I'm still watching this. I used to love Emergency and you know, he's just about the only actor doing a good job here. Though Nicholas Brendon is also holding his own (not that hard, considering how terrible everyone else is).
The whole Men in Black/FBI angle is so many different kinds of fail. I assume these dirtbags are just being set up as future fire fodder because why would a cop *not* notice a big, poorly-acted loser in a suit standing in the middle of the road and aiming an assault rifle at him? If the FBI really were this corrupt and incompetent, it would be well past time to disband the entire Bureau.
Robert Beltran should be weeping in shame for doing stuff like this. Didn't he do Manticore, too? Well, I guess it pays the bills post-Voyager...
