Not bad for a crappy sci-fi movie
The ending was bad, and the characters were stupid. However the monster was interesting, especially in the beginning. When watching low budget sci fi you have to keep in mind that the ending monster is never the same monster in the beginning. Even classics like John Carpenter's The Thing, and Arachnaphobia have this same issue. No matter how interesting or cool the monster is at the beginning, there's a giant one with 500 tenticals at the ending just to excuse lots of explosions. An attempt to turn the crappy sci-fi movie into a cheesey action film. So the ending was not unprecidented. (It still was some pretty bad writing though)
Anyway the point is that the fire serpent literally was fire and never had to act like humans. In fact for most of the movie the fire serpent doesn't even have a face, because what does fire need witha face? Seeing the dragon in the fire was just o.k., but had the serpent never had a face would have improved it.
The basic premise was intelligent fire. Which they did really well for most of the movie. The ending was generic and dumb like everything else made for the sci fi channel, but I enjoyed the premise and would be inerested in further movies, books, or video games based on a similar event. Like an elemental fire movie or something.
