Watchable, but flawed (spoilers)

This takes far too long to get going... They obviously wanted to introduce everyone and make us familiar with the set-up at the Tower right at the start. But, it takes too long and isn't particularly engaging... There are laughs. But, for a comedy, it isn't really funny enough... And, while I'm not someone who has to have every aspect of a film spelt out for him, how did they convince both Shaw and the FBI that the court date had been changed..? And, how on Earth did they get the car in the pool..?! Having said all that, once it does get going, it's likable enough, but definitely not a film I'd go out of my way to watch again.
