Steamboy has a crummy storyline and weak characters but the steampunk aesthetic is incredible. And Miyazaki has done some steampunk-ish things, notably Laputa, Howl's Moving Castle and Nausicaa.

There is also the (completely dreadful) film adaptation of the League Of Extraordinary Gentlemen, which has some good steampunk stuff but is a shameless rape of the subject matter (brilliant graphic novels)

My favorite steam punk anime is Last Exile. Even the Japanese pop tune opener is good. My library has a lot of anime but for look and feel of steam punk, the flying machines have it. There is some weakness in the drawn characters but the world of Last Exile cannot be beat in this style.

Hasn't been much action in this thread for a while but I thought I'd jump in and suggest The Adventures of Prince Achmed just because I was really surprised nobody had mentioned it before, seeing as Jasper Morello was directly influenced by its shadow-puppet style of animation. It's not a steampunk movie or anything--hell, I don't even think the genre existed back then, Achmed is a silent animated (and German!) film from 1926--but the animation, like Morello's, is drop-dead stunningly beautiful, especially for its time. Also like Morello, the color schemes of certain scenes change.
