Why did Batman have to be the scapegoat for Two Face?

If they just completely made up that Harvey Dent died without turning villain, why didn’t they just make up who killed him? They could’ve said the Joker killed him instead of Batman taking the fall.

You still have the people Dent killed that Joker couldn't have.

The police already have joker. The captured him in the building where Batman tied him upside down. So they can’t put Dent’s death on Joker when Joker is in police custody
