This was upstate New York
What were domesticated horses doing on a hill top not far from the road?

Thanksbut all i see are covers of upstate horse magazines. I see one of them that looks like a horse in front of trees very much like the 3 horses in the movie
but i see nothing that would explain why the horses in the film were allowed to run free as though they were wild horses
Nothing that would explain why they wouldn't be in some sort of enclosure if for no other reason but to prevent them from being stolen or prevent them from running down to the road.
Am i missing something?

I think we just didn't see the fence.

The horses were important for the story because they were a subconscious visual to get him to get out of the car. He did not realize why he got out of the car, but since he did his life was saved. He had seen the sketch of them earlier in the book his son was reading (that Arthur also had.) We caught that but at the time the character does not realize why.
The book his son was reading tied the three characters (Him, his son and Arthur)together and provide an underling theme of illusion, lying, and finally actualization (which is the opposite of illusion hopefully) that is the theme of this story and the character Michael Clayton.

There were 3 horses weren't there?

The idea of 3 free wild/unsaddled horses in the wilderness/woods (opposite of the dirty, busy city) in a kind of dreamy fog was some fine cinema actually.
