Ok, Dougray Scott's character takes a cigarette out about five or six times during this movie but never once smokes it. Pretty pointless thing to bring up i know, but its out there now... Any thoughts?

I was just coming here to mention this... it was the most frustrating aspect of the film for me. Annoying, like he chose that mannerism and used it as a marker for the character but completely forgot that a normal person would actually smoke that cigarette at some point...

Well, as somebody who tried to quit smoking few times - That's one of the tricks. Placebo effects it is.
Also, in detective novels policemen usually have that habit of chewing unlit cigarettes and cigars.
