so is this the same guy from GTA3 coz at the begining hes wearing the same clothes

Yes, this is the same guy. Remember, he has problems with his mother thinking that he's not a real man, like his father - in both games.

Tony looks old in GTA 3 but now he looks younger like mid 30's or 40's.

Liberty City Stories is 3 years before GTA III, yeah Toni has aged a bit and got a bit fatter in they 3 years.
