It was a little spooky seeing Palpatine sitting on the Council, pretending to be William Cecil.
He must have flown in sneakily on his private shuttle.
You might very well think that. I couldn't possibly comment.
An emporer could not be on the Privy Council, at least I think that is written in English law, but who knows he may have used a Jedi (or should I say Sith) mind trick to get on there.
