So what did the naked people being whipped have to do with anything? And if you say nothing at all, I pretty much won't be surprised. I was just wondering if maybe it tied in a little down the road. But, again, I highly doubt it.
I've been told it has something to do with the retarded cop's upbringing, like he is from a land where ass paddling has become so routine it requires no explanation.
Or maybe it was for torture purposes, in which case they should have gotten really creative and had a bunch of people tied down to beds watching Zombie Nation on a loop, now that's torture.

It had nothing to do with the movie even though it didnt really matter it was a piece of crap.Why did the killer cop have a russian accent than he said he was from IL. This was the worst movie ive ever seen.
shareI thought the cop's mother worked at the mental institution where patients were abused so he had to witness all of these terrible sights growing up in addition to being abused by his mother himself. His terrible upbringing caused him to have a mental disorder so he murdered women that reminded him of his mother. But one happened to be involved in voodoo so all of them were brought back to life as zombies to take revenge. That's how I interpreted the film anyways.
