When Marcus (Avery Waddell) performs the first "Freddie the cabbie" side mission, he says, "Next they'll have me flying remote-control toys." This is a direct reference to Rockstar's Grand Theft Auto: San Andreas (where Zero (David Cross) used RC helicopters to do battle with his nemesis Berkley).
I never played Vice City, but it references San Andreas because it's self explanatory- there's a level where CJ has to use toy RC airplanes.

Yeah but in Vice City the main guy (I'm blanking on his name) has to use an RC Copter to plant bombs in a building to blow it up.
"I just ignore you, pretending you're saying something else."
I think its an overall inference of GTA series, just like they did in GTA to the game "Driver".
