A lot of people in (Outer) Mongolia nowadays use 12V Solar panels. A small panel (approx. 30*70cm) together with a car battery and an energy saving bulb is enough to light a ger for a whole night, even if the day was cloudy. There are also ways to chance 12V DC to 220V DC, so if the solar panel is big enough and the sun is shining, watching TV shouldn't be a problem.

Getting gasoline where there is no petrol station isn't impossible either. Siphoning it off from a visitor's car is probably the easiest way. You just need a tube and someone who sucks.

That doesn't mean the movie's theme isn't dumb, of course.

The peole who come and do business also bring gasoline to sell or barter with. Then, there is also a fantastical element to it.
