Fallout reference?

At the beginning, when Ron Pearlman meets Statham, he says something like "same deal?" And statham replies "same deal," and then adds "deal never changes" with a smile. Was that a terrible Fallout reference or am I reading into it too much? This movie is inspired by a video game and the line is pretty out of nowhere too, so...

For those who don't know, Fallout is a video game series and each one starts with Pearlman saying "war... War never changes."
