Hey, does anybody know who plays the fish guy? Hes deffinately a unique and off-beat character in the show although he has maybe a total of two lines! Who plays him?

I've been wondering that since I know there are a lot of episodes he appears in and there are some in which Andy becomes him but I can't find clips of them anywhere.
