It probably helps to think of this is a dramedy as opposed to a straight comedy.
It's not so much that anything the characters are saying is straight out funny, it's just honest. When the average Joe imagines politicians, they think of carefully written and well rehearsed, diplomatic speech.
The Thick of It is showing us the human side of something the vast majority greatly misunderstands. I fully believe the conversations that take place here are what really would go on between politicians behind doors because they are not actors, they're human beings.
What we're laughing at for the most part is the realization that most of us would probably be thinking/saying the exact same thing in their situations.
