What happened to the fugutive?

At the end of the movie, the fugitive's car is surrounded, and cain and his officers open fire at the fugitive. But when he approaches the fugitive's car, he finds that the fugitive is missing and he finds only a dog tag.

So what happened to the fugitive? Has he been killed? or has he escaped?

Also, if the fugitive was killed it should mean that level one is cleared but it is not as it starts again after the game over screen. Which means that the fugitive has escaped but how?

He escaped the level as he got to the end. There all AI characters in level one. Evrytime a player starts the game they repeat.

See this is why we cant have any nice stuff. Hollywood will never make 'clever' movies or twists when its obvious a lot of people cant follow a simple narrative.

Granted if you are not in to video games or sci/fi then maybe the ending isnt that clear. *shrugs*
