Between the day he bought the rights of the movie and its release 8 years passed. So I can imagine that his planning is quite full and he had to prioritise at some point.
That would be my guess. But his production company is still in charge, is it not?

You're correct the film rights passed. According to Wikipedia Hornby gave the rights to producers he is friends with.
It's too bad I think a Depp produced (and presumably starring) film would have been much better than the piece of *beep* we ended up with. I'm a huge Hornby fan but was very disappointed.
