how does a film like this get funded?


I saw this at a hotel one night I was away for business and I really, really wonder how does such a completely, ridiculously moronic film like this get funding...
the film obviously must have had a relatively large budget, with all the action sequences, car crashes, etc.
everything about it is just preposterous! the acting, plot, dialogue, casting, etc. the only decent thing about it is the photography, but everything else is just amazingly bad.
the film is obviously not for children, since there's themes of sex, etc. so I wonder which was the target audience for this...

I found it relatively watchable due to the amount of the amount of absurd action scenes, but I also wonder much the same. Many of the vehicles which crash and barrel roll are brand new Mercedes-Benz cars, which must have cost a lot of money. Yet it also has zero star power. The lead characters are played by American, English and German TV "stars". The only one I've ever seen before is Alison King, but she is certainly not enough to carry a film on her own.
