I didn't hate her but she's really not given a lot to do beyond being a generic love interest.

I wouldn't think that would be the case. She didn't seem like she gave it up easy, didn't seem like she gave it up to her fiance, didn't seem like they had the time, and it was when he was about to get on Red Skull's plane where she first kissed him. MAYBE they did it prior, but it sure seemed like that was more of a first kiss than a "go get'em" kiss.

Actually, Chris Evans has come out in interviews to say the exact opposite.
His opinion is that Steve Rogers was a virgin when he awakened in the present.
