From the partial release I've seen on YouTube, "Kitumba" looks like the best I've seen so far from "fan" made efforts. It would be a shame if the episode was not released because of petty acrimony between the different film production camps.

They now do have a release date of Jan. 1st, 2014.
There is a huge backstory as to why the episode has been delayed a few times, but that involves a lot of information that I only know as heresay at best. I'm just another fan, I'm not involved with Phase II or another fan series so it's not my place to give any details I feel, even the ones I'm fairly sure about.
It was just released yesterday. The P2 production had to do some more post production work on the episode before its release. It is out now on youtube and P2's main page.
And it is TOTALLY AWESOME!

And yes, I completely agree the episode is awesome. Probably the best episode of the entire Star Trek New Voyages: Phase II. I sincerely believe Gene Roddenberry would be more pleased with this episode and the entire PHASE II output than the "official" franchise spin-offs. The look and feel of these episodes are closer to the original series than any of the spin-offs in my opinion.
My only reservation is that the upcoming episodes seem to be altering somewhat from the retro-look that is so much of the charm. I understand that the producers are using the book "Star Trek Phase II: The Lost Series" as a blueprint and I respect that. But I was hoping they would hold off before making the complete transition shown in that book.
Other than that, I LOVE this series!
