Peter Kirk - timewarp?

These episodes are supposed to take place in the hypothetical season 4 (and eventually season 5) of the five-year mission.

The last we saw of Peter Kirk was in Operation Annihilate!, a first season episode. Peter was a 12-year-old boy at most, especially since he was played by a 12-year-old boy. Just three years later he's already graduated Star Fleet and assigned to a ship? Was he injected with growth hormones? Did I miss something?
