Stich has a Glitch Question

Kumu heard what Mertle Edmonds said to Lilo about her mother in class and did nothing to punish her. Then as everyone is leaving the class Mertle again bad mouthed Lilo’s mother causing Lilo to fight her. Why didn’t Mertle get punished like Lilo was about to?
