Is this movie meant to be a spoof?

I never bought the spy franchise feel. And it's not just because it's a kid, it's because the action was a little cheesy. The computers with all their beeping was cheesy. The bad guys were cheesy.

Stripping it back to a storyline, it could work, it just wasn't executed well.
