Breaking and entering/burglary is a crime. For all he knew, the kid broke into their office building to steal something. He called the police to notify them a possible burglary was in progress and then followed the kid, probably so he could notify the police where he was. I don't know who wouldn't be suspicious if they discovered a stranger in a property they owned in the middle of the night. I don't blame him at all. Instead, Catherine was the one at fault for allowing the kid to enter the building owned by her employer. She had no right to do so without notifying the employer/owner of the building. That's how innocent people get shot.
