Stupid puny humans

What is with those innocent bystanders? Whenever I put them on top of a building, they run off the edge and fall off, no matter how tall it is. I was hoping to collect as many people as possible and corral them on top of one building just to see how many I could fit on there, but they just won't cooperate. Bah!
