would the estrogen pills really make a guy act like that?

Nope, not really. It would have other major side-effects though as it would inbalance the testosterone-estrogen balance in a guy or a girl for that matter.
Hope you are not actually thinking of giving it to an ex!

I only saw about the last 1/2 hour to 45 minutes of this movie (thank god) as my wife and daughter were watching it when I got home from work yesterday, so I don't know exactly what happened. Was it anything like the scenes in the remake of the Longest Yard, when they replaced the guards steroids with estrogen?

It would be extremely dangerous, and of course it would be a seriously criminal act and be very morally wrong. It might lower his sex drive a bit but it would also be a cancer risk, could affect his fertility, and possibly affect his still-developing brain.
