We're talking about a person who provided the voice for a cartoon character in a feature film (and later, a supplemental short). As of this date, he has no credits on IMdB for any further work in films or TV.
That, in my book, may be creating/portraying a character, but is hardly what I consider to be "acting".
And then you title your post "Eli is a GOD". It must not be all that tough to be a deity in your neck of the woods, I guess.
The Wikipedia page on Eli Fucile is about to be deleted because it "lacks substance" (it's what they call a "stub") and is "about a child voice actor who's never likely to do any more acting".
