This is the list of characters that is (as far as I know) confirmed to be in the game.

None of them were faked. Everybody on the list came in and spoke for their character.

Daniel Dae Kim is in the game and has a couple of lines. Glenn Morshower appears but does not speak.

Tom Seizmore is also in the game. He's Sid. During the Hostage situation at CTU.

Robert Daniels: Alexander Pollinsky (Higgins in the Roughnecks: Starship Troopers Chronicles series, and was one of the kids in "Charles In Charge.)

Sean Walker: Danny Cooksey (Big maybe. Sean did somewhat sound like him.)

You forgot Andreas Katsulas (aka one-armed man in The Fugitive) as Governor James Radford. I believe this was his final role.
