Can anyone give the storyline to this for the less fortunate without PS2's...

I'll try my best.

It starts with Jack on a Ship that has a Toxin on it, and there is a bomb set to go off. They find it in time, but you find out there was also a gun shipment that has disappeared. Jack follows up a lead and Tony heads to a place looking for a mna who was suppose to be on the ship or had some involvement with the ship (oh yea the whole original crew was dead as well). An asian man. He gets him and takes him back to CTU, and low and behold, he is a terrorist pretending to be someone else. He lets in other terrorists , by setting off an EMP. The terrorists (Americans) want some information on the CTU database. Kim is eventually captured and they get away with the data. Meanwhile Chase had a little mission that sends him to L.A. and he ends up working undercover with the Terrorists an American named Madsen. He goes with them to their hideout but not before madsen kidnaps Kim (what a suprise). Around this point you learn that madsen's plan is to use big underground bombs to set off a massive earthquake (realistacally unlikely) but ok Ill buy it). Jack goes to rescue kim and succedes of course. He brings her back to CTU. Ryan Chapelle is pissed cuz jack broke some rules again (oh well) Now jack and tony go into the field to stop the bombs. They stop all but one. An earthquake happens. AS time goes on you learn that the mastermind is that european guy on the boat in the end of season 2. But anyway, madsen kidnaps kate warner so he can barter with her dad. Eventually jack rescues her on the boat of that guy, and kills him and madsen, but getting himself shot in the process. All in a days work. If you have any questions post somethin and I will answer more in depth than this pathetic attempt at an overview.

Sometimes, I wonder if the writers become lazy with resolving loose ends before adding new plots. Seriously.

Yeah there are a lot of plots that need explaining which they get but really vague and sometimes there are plots which need explaining but there won't be even talked about any more.

Good summary, but you forgot to add that the governor of California is working with the Euro guy in exchange for help reaching the White House some day. He is in direct control of Madsen and all the craziness that is caused, including an attempt on the Vice-President's life while President Palmer is in the hospital from that assassination attempt at the end of season 2. Jack tries to take out all of the snipers targeting the VP's motorcade. Still, explosions go off and the VP is badly hurt; I guess that's why he is eventually replaced before Season 4.

In any case, the crazy girl who tried to kill Palmer with the lethal handshake in season 2 works for the Euro guy (as does Nina Myers who makes an appearance), and she ends up cutting the governor's throat because he gets cold feet about the earthquake and bomb chaos.
