How they created such a good CGI with 34mil$ budget?

It really looks great and art direction is superb. I am curious how they succeed it with 34mil$ budget. IMO its better looking than some more expensive animated movies such as Chicken Little, Shark Tale, Madagascar and some others.

You mightve been blinded by the art/visual direction and cinematography. Yes it looked good, but on closer inspection, those movies you listed have much finer details and technologies supporting it, physics and rendering. Dont get me wrong, I love TMNT, however I know that the level of CGI wasnt up to the same quality as DreamWorks, Disney 3D, or Pixar quality

True, the technology definitely wasn't quite near the level of those other, more popular films, but that still didn't stop them from getting some damned good looking scenes (Leo vs Raph in the rain, for example).

It just says how much artistic touch can improve overall impression.

Also, I think you are missing something concerning all those Disney/Pixar/Dreamworks movies. The voice acting in those movies is typically done by major movie stars, so a good portion of the movie budget goes to play those actors/actresses.
