The joke is silly and doesn't work. She puts a fake ticket on her car to avoid being ticketed. Parking inspectors are smarter than this. They remember which cars they've given tickets to, and if not, they could always look at the date printed on the ticket and see that it's old. Maybe an inexperienced (new) inspector, who just got on his/her shift, might be fooled, but the risk wouldn't be worth it. To be effective, and worth the bother, it'd have to have a very high success rate (90%+), not a 10% chance of working.
shareActually in England they fold the ticket and put it in a little yellow plastic bag so it's waterproof. You would have to open it to read it. Not saying it would work all the time, but there is potential.
