What exactly is the yellow sticker she puts on her car whenever she parks? Some kind of ticket?

The joke is silly and doesn't work. She puts a fake ticket on her car to avoid being ticketed. Parking inspectors are smarter than this. They remember which cars they've given tickets to, and if not, they could always look at the date printed on the ticket and see that it's old. Maybe an inexperienced (new) inspector, who just got on his/her shift, might be fooled, but the risk wouldn't be worth it. To be effective, and worth the bother, it'd have to have a very high success rate (90%+), not a 10% chance of working.

it's a movie..and it's a satire about life and romantic comedy..i think it's just a wink at the audience...besides, not every movie have to be "logical"

It's just that it's a silly, rom-com quirk that was barely believable back when I first saw it in the 80s movie The Pick-up Artist.

Actually in England they fold the ticket and put it in a little yellow plastic bag so it's waterproof. You would have to open it to read it. Not saying it would work all the time, but there is potential.
