Intentionally damaging brain-Do they really do that?

Does anyone know if mental hospitals really damage the brains of problematic patients? If so, isn't that illegal?

It appeared that they used electro-shock therapy as a punishment of some kind--I definitely think that's illegal.
But in terms of using it as actual therapy, it isn't illegal; but it CAN cause significant brain damage. A friend of mine used EST to try and cure his depression--it didn't, and he also lost a lot of his short term memory.

Also--in the end when they seemed to cut out part of Anand's brain: definitely seemed illegal to me.

isn't thank like a labotomy or however you spell it. I think it became illegal in the States in the 1970s or 80s.
