gangs
im trying to eliminate gangs in all the areas but i dont know how to get them to activate...
do i have to get my gang heat up?

Getting your Gang Heat up is a good idea,because gangsters will run screaming at you from every direction and if you are lucky,a new territory will appear on your map.
Do Felix Leads and stuff,there are those missions where you deliver hot goods and new territories will come up also.
Most often,the gang territories are where drug dealers are and near your businesses,check every possible alleyway,backyard and stuff.
