what the hell is Don Patch?

Is he the sun? Because that's what I thought, but sometimes he looks like a cat. Or is the orange cat-looking guy somebody else? I'm confused.

I believe he's the Japanese equivalent of a Pop Rock.

His japanese name is Don Patchi, which is a play on a Japanese candy similar to Pop Rocks.

Viz just went with the cultural equivalent name. It's like how those loser villains on Pokemon were named after samurai rivals Musashi and Kojiro in the Japanese version, and Wild West outlaw Jesse James in the English-language version.

I think he's a sun in the anime but a pop rock candy in the manga.
