Need clarification on one plot point


The police don't have a clue that their undercover boy Jean Jacket is involved in the kidnapping, otherwise they would have equipped him with a tracker as well.
Was Jean Jacket's plan to kill everyone (what a bold plan) and bury the bodies so they would never been found and police could not connect the gang to the kidnapping? This would possibly raise questions as to why the gang had disappeared into thin air without Jean Jacket's knowing.
If otherwise, he did want the police to find out who was behind the kidnapping, he would have a hard time explaining why he never informed them of the coup in the first place.

Either way, Jean Jacket was facing uncomfortable questions by his superiors. Am I right?

Unless I'm missing something, the flurry of flashback-memory stuff at the end about "the pre-nup" and romantic standing around half-naked w/ the wife only makes any sense if Jean Jacket was running another scam on top of the gang's kidnapping, with the design of diverting all the ransom money, ultimately to share with the wife, and somehow resulting in the death of the tycoon husband and probably the gang leader too, though maybe not his friend, the handcuffed guy. I think this amount of corpses would imply the end of his undercover career as well. Provided they can steer away police suspicion from her, he & the wife live happily ever after with the cash. This was the situation he was not-so-conveniently released from once the plan broke down in multiple ways.

At the end the two screw-up cops in the Explorer talk about how long he'd been undercover so he wouldn't necessarily be wearing a GPS constantly in lieu of some other established check-in protocol.

And the others? How would Jean Jacket be able to get away with the money carefree without removing each and every witness?
