Why do people claim this movie is "so disturbing"?

It's 80 minutes of Cinemaxesque softcore porn with the horror starting in the last 15 minutes or so. Then the horror was VERY weak.
I haven't watched this movie in a decade because I was so disappointed in it(I had very high hopes for a movie produced by Quentin Tarantino and directed by the guy who made Cabin Fever, and to me, at the time, from the description on the back and the blurbs, sounded somewhat Lynchian(esque) to me) and I found it extremely boring. But that's how I remember it.

I think that the 'acting' is so disturbing.

Not Jay and Derek tho.

There's only one scene that really disgusts me and that's the "eyeball scene." I felt a wave of nausea come over me during that part. For some reason things happening to eyes are the only things that really bother me in these kinds of movies. But other than that, the violence wasn't too bad compared to other similar films. I think the idea is more disturbing than anything. You think of all the missing people in the world who are never found and say "what if?"

I saw this in the theatre when it first came out and I'll admit I was a bit shaken up and disturbed. Now A decade later, this movie now seems so cheesy and amateurish.
