Was this movie suppose to be a joke? Is LD Philips broke?

I can't even believe this movie isn't classified as comdey! It's hilarious. Lou Diamond Philips must be just dying for a paycheck. And Todd Bridges as a CIA agent!? Hahahhahah. The effects are unbelievable. They should have done without them. It's obviously an HO scale toy train but the scene with the helicopter flying into the mountain. Oh my god that was histerical! And what's with the wig on the senator...it looks like a racoon tail!
