Filming location?

Looks like this series was not actually filmed in Brasília - where the story unfolds.

The external shots of the story's main building - FMDO - looks a lot like a minuature. Also, the building roof is a set, as can be seen here:

So, does anybody know where was it filmed at? Probably inside Globo Studios?
