no...it's not....i don't know the exact budget but it's much higher....it goes to millions

The original budget was $4 million (USD), but I believe it was upped from that number fairly early, as they've gotten many well known actors in it. The advertising budget is $30 million (HKD), so I would think the production budget would be at least that if not a little more.

According to a post production article in sina.com.cn the "Dragon Squad" budget was increased to $120 million (HKD) or about $16 million (USD). The article mentioned that the production salaries were upped quite a bit as well for Michael Biehn and Sammo Hung to participate. Supposedly, Biehn initially received about $1.7 million (USD) salary, but gave back some of it as good will to help pay for the production and to show good faith that he wanted to work in Hong Kong again.

Yep, the exchange rate between USD and HKD was outrageous back then, like that scene in Eurotrip where the group ends up in Bratislava with only one dollar and some change, only to find out that's enough for them to be treated like royalty. In some countries, even a nickel tip is enough to make a concierge quit his job, so he can retire in comfort! Four dollars in such countries would make you like Bill Gates.
